Duties Serve as a liaison between various divisions of Public Works, the Corps of Engineers, upper-level management, and various tenants and customers.
Perform complete in-house energy audits of existing facilities for energy and water usage.
Provide supporting documentation for recommendations to change existing plans in view of existing and projected capabilities and needs.
Provide audit updates, information, and briefings as required to command level.
Determine appropriate method(s) to implement the Energy Management Control System (EMCS) and integrate it into Fort Sill's Energy and Water Master Plan.
Ensure metering data is accurately collected and recorded by the Meter Data Management System.
Prepare life cycle costs analysis following NIST Handbook 135 guidelines.
Prepare sketches, plans, and technical or performance specifications to include in the SOWs.
Meet with architect-engineer personnel to provide general direction and resolve differences.
Plan for and participate in the Garrison Energy Council.
Represent the organization at events, meetings, and conferences as required.
Provide technical advice regarding energy, water, and utilities on all projects.
Requirements Conditions of Employment This position requires the incumbent to maintain or be able to obtain and maintain a Secret Security Clearance.

Degree: Engineering.
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR B.
Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following: 1.
Professional registration or licensure - Current registration as an Engineer Intern(EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.
g.
, State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3.
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.
g.
, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.
g.
, in interdisciplinary positions.

) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to qualify for the GS-05 position: I have successfully completed a full four-year course of study leading to a bachelor's degree in an accredited college or university OR a combination of education and experience as described above in question 1.

) For the GS-07 position: Specialized Experience: One year of specialized experience which includes: Providing support to higher-grader engineers in analyzing engineering technical requirements.
Searching reports to obtain information relating to projects.
AND Utilize automated systems to prepare graphs, curves and tables for other engineers.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
For the GS-09 position: Specialized Experience: One year of specialized experience which includes: Providing support preparing engineering designs and detail drawings for mechanical equipment systems in structures.
Resolve limited design problems occurring in addition and renovations to existing and new constructions.
Review inspection data to monitor product or process quality.
AND Verify adequacy of the inspection plan and make changes as necessary.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
For the GS-11 position: Specialized Experience: One year of specialized experience which includes: 1) Applying advanced mechanical engineering principles to assist with developing design plans and specifications.
2) Providing support with the design development of mechanical features of construction projects.
AND 3) Utilizing various forms of computer software (i.
e.
, computer-aided design and drafting (CADD) systems) to accomplish assigned tasks.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
For the GS-12 position: Specialized Experience: One year of specialized experience which includes: 1) Provide support developing the design and specifications of mechanical systems (e.
g.
, heating, ventilating, air conditioning, plumbing, refrigeration, sprinklers, and steam distribution) for structures/buildings construction projects.
2) Experience evaluating energy program operations to recommend ways to improve effectiveness and efficiency for energy conservation.
3) Conduct on-site inspections to ensure that all work is being performed as outlined in the utility contracts.
4) Analyze energy and utility contracts to ensure compliance with established specifications.
AND 5) Experience performing calculations such as heat loss, required capacities, size of piping, and boiler size.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
